Cryo obviously has some problem with a off site villain but then again he is a galactic cop so villains beware!  Whoever it is however is going to have quite a bit of time to think over his actions since he's going to be frozen solid with that "freeze" ray Cryo is firing.

Cryo's gun does not really fire a beam of ice.  The "beam" is merely a effect of the invisible ray that the gun produces on the air around it.  It effectively slows down the molecular speed of anything it touches simulating a cold effect. It just happens to look like ice.
